HSE Methods & Reporting Lead – East African Crude Oil Pipeline (EACOP)


    About EACOP

    The East African Crude Oil Pipeline (EACOP) is responsible for the construction and operation of the 1,443-kilometre crude oil export pipeline that will transport crude oil from Kabaale in Hoima District, Uganda, to the Chongoleani Peninsula near the Port of Tanga in Tanzania for export to international markets. The project supports regional economic development through infrastructure investment, technology transfer, and employment while maintaining high standards of safety and environmental stewardship.

    Job Summary

    The East African Crude Oil Pipeline (EACOP) is seeking an experienced HSE Methods & Reporting Lead to support the Health & Safety Manager in developing and maintaining the Health, Safety, and Environment (HSE) Management System. The successful candidate will ensure compliance with the EACOP Integrated Management System (EIMS), strengthen contractor HSE performance, coordinate safety reporting, and promote a strong safety culture across operations.

    Key Responsibilities

    HSE Management Systems

    • Develop and update HSE management procedures, standards, and reporting systems.
    • Prepare safety operating procedures in collaboration with operations teams.
    • Support implementation of company HSE policies, standards, and guidelines.
    • Participate in HSE Committee meetings and Safety Quality Meetings (SQM).

    Contractor Management

    • Ensure contractor HSE management complies with EIMS requirements.
    • Conduct contractor prequalification, evaluations, audits, and performance reviews.
    • Assess contractor HSE management systems during the tendering process.
    • Monitor contractor compliance and implement audit recommendations.

    Incident Reporting & Risk Management

    • Coordinate reporting and investigation of incidents, accidents, and anomalies.
    • Maintain risk assessment registers and hazard review processes.
    • Promote lessons learned (Return on Experience – REx) throughout the organization.
    • Ensure HSE reports and risk analyses are updated and communicated.

    Health, Safety & Environmental Compliance

    • Ensure occupational health, hygiene, and environmental requirements are integrated into HSE systems.
    • Promote the use of MyCompliance and Borealis digital platforms for HSE reporting and monitoring.
    • Support environmental monitoring and compliance activities.

    Training & Safety Culture

    • Develop and deliver HSE training programs and awareness campaigns.
    • Promote a proactive safety culture across all EACOP teams.
    • Coordinate annual safety initiatives, including World Safety Day and World Environment Day.
    • Ensure training activities comply with the EACOP Training Matrix.

    Planning & Continuous Improvement

    • Support the preparation of annual HSE plans, objectives, and improvement programs.
    • Collaborate with operational teams to strengthen HSE performance across the organization.

    Qualifications & Experience

    Applicants should possess:

    • Bachelor’s Degree in Health, Safety & Environment, Engineering, or a related technical discipline.
    • Minimum of 10 years’ experience in the upstream Oil & Gas industry.
    • At least 5 years of specialized HSE experience.
    • Strong knowledge of HSE management systems and operational safety.
    • Experience in contractor management, risk assessments, incident investigations, and regulatory compliance.
    • Proficiency in Microsoft Office applications, Power BI, and Microsoft 365 Copilot.
    • Excellent analytical, organizational, presentation, and communication skills.
    • Ability to work independently while collaborating effectively with multidisciplinary teams.
