Measurement, Evaluation and Learning (MEL) Manager – Seed Global Health

Job Overview

Seed Global Health is seeking a qualified and experienced Measurement, Evaluation and Learning (MEL) Manager to lead monitoring, evaluation, research, and learning activities for its Uganda country program.

The MEL Manager will provide technical leadership in designing, implementing, and strengthening MEL systems that support evidence-based decision-making, program improvement, data quality assurance, and impact measurement. The role will work closely with Seed’s Uganda country team, global MEL team, Ministry of Health partners, academic institutions, health facilities, and other stakeholders.

This is a national position based in Kampala, Uganda, reporting to the Country Director with a dotted-line relationship to the Global MEL Director.

Key Responsibilities

1. Monitoring, Evaluation and Learning Management

The MEL Manager will:

• Develop, update, and manage country-level Measurement, Evaluation, and Learning plans.
• Establish effective MEL systems aligned with Seed’s global strategy and country program objectives.
• Ensure timely collection, analysis, reporting, and use of program data.
• Support donor reporting and communication materials through accurate program results documentation.
• Monitor progress against program indicators and targets.
• Coordinate daily MEL activities with Seed teams and implementation partners.
• Ensure alignment with national Health Management Information Systems (HMIS).

2. Data Management and Quality Assurance

Responsibilities include:

• Design and improve data collection tools, templates, and reporting systems.
• Lead data collection processes and implement quality assurance mechanisms.
• Conduct data validation, cleaning, analysis, and interpretation.
• Ensure confidentiality and ethical management of participant information.
• Support Institutional Review Board (IRB) processes and research compliance.
• Manage systems for tracking health workers, trainers, students, and program beneficiaries.
• Promote accurate, reliable, and timely data reporting.

3. Learning and Adaptive Management

The MEL Manager will:

• Use monitoring data to guide program decisions and improvements.
• Develop dashboards and data visualization tools for decision-making.
• Support learning reviews, partnership meetings, and knowledge-sharing activities.
• Document lessons learned, success stories, reports, publications, and case studies.
• Support quality improvement initiatives and measure program effectiveness.
• Participate in national and global MEL learning forums.

4. Partner Engagement and Capacity Building

The successful candidate will:

• Build strong relationships with government institutions, health facilities, and partners.
• Identify MEL capacity gaps and provide technical support.
• Train partners on indicators, reporting systems, data collection, and quality assurance.
• Develop MEL training materials, workshops, and guidance documents.
• Mentor MEL staff and supervise consultants or research assistants when required.

Required Qualifications and Skills

Education

Applicants should have:

• A Master’s degree in:
  • Public Health
  • Epidemiology
  • Health Informatics
  • Statistics
  • Monitoring and Evaluation
  • A related field

Experience

Candidates should have:

• Minimum 5 years of experience in monitoring, evaluation, research, or public health programs.
• Experience working with international organizations or development programs.
• Demonstrated experience strengthening Ministry of Health systems.
• Experience managing MEL frameworks, reporting systems, and evaluation activities.

Technical Skills

Required skills include:

• Strong knowledge of monitoring and evaluation methodologies.
• Experience with quantitative and qualitative data analysis.
• Ability to design digital and paper-based data collection tools.
• Experience managing mobile data collection platforms.
• Knowledge of health information systems including:
  • DHIS2
  • LMIS
  • iHRIS
• Database management skills.
• Experience using:
  • Microsoft Office Suite
  • Power BI
  • SPSS
  • Stata
• Ability to develop dashboards and data visualization reports.

Working Conditions

• Employment Type: Full-Time
• Working Hours: 40 hours per week
• Location: Seed Uganda Country Office, Kampala
• Travel Requirement: Up to 50% local travel may be required.
• International travel may be required.
