About the Role

The Programme Manager – Youth Employment and Market Systems will provide technical leadership in implementing Restless Development Uganda’s youth employment programmes.

The successful candidate will lead initiatives designed to help young people transition into dignified employment, entrepreneurship, and enterprise growth by strengthening connections between youth, employers, financial institutions, private sector actors, government agencies, and youth-led organisations.

The role will ensure programmes are evidence-based, market responsive, and aligned with labour market opportunities.

Key Responsibilities

Programme Leadership

• Provide technical leadership for youth employment and market systems interventions.
• Develop annual work plans, budgets, implementation strategies, and performance targets.
• Ensure programmes respond to labour market trends and youth economic opportunities.
• Use data and learning to improve programme effectiveness.
• Strengthen accountability, risk management, and safeguarding systems.

Youth Employment Pathways Development

• Develop pathways connecting young people to employment, entrepreneurship, and enterprise opportunities.
• Strengthen partnerships with employers, financial institutions, and business support organisations.
• Promote inclusive employment approaches for young women, refugees, and persons with disabilities.

Partnerships and Engagement

• Build relationships with private sector organisations, government institutions, and financial service providers.
• Represent Restless Development in youth employment platforms.

Team Management

• Provide coaching and supervision to programme teams.

Qualifications and Experience

Essential Requirements

Applicants should have:

• 7–10 years of progressive experience in youth development, livelihoods, economic inclusion, market systems, or related programmes.
• At least 3–5 years of senior management experience.
• Experience managing donor-funded programmes.
• Experience working with government, private sector, financial institutions, and youth organisations.
• Strong understanding of youth employment ecosystems, entrepreneurship, and financial inclusion.
• Strong leadership, communication, and stakeholder management skills.

Added Advantage

• Master’s degree in Development Studies, International Development, Public Administration, Social Sciences, or related fields.
• Experience managing large-scale youth employment programmes.

About the Role

The Senior Technical Advisor – Livelihoods will provide strategic technical leadership for Restless Development Uganda’s youth employment and livelihoods portfolio.

The position will serve as the organisation’s technical authority on youth employment, entrepreneurship, economic inclusion, and market systems approaches.

The role focuses on improving programme quality, developing technical strategies, strengthening partnerships, supporting donor engagement, and promoting evidence-based programming.

Key Responsibilities

Technical Leadership and Innovation

• Provide technical guidance on youth employment and economic inclusion approaches.
• Develop programme frameworks, models, and technical standards.
• Ensure interventions reflect labour market trends and evidence-based practices.
• Support organisational positioning on youth employment issues.

Quality Assurance and Learning

• Strengthen programme quality standards.
• Coach programme teams and youth-led organisations.

• Support research, monitoring, evaluation, and learning activities.

• 8–10 years of experience in youth employment, livelihoods, entrepreneurship, economic inclusion, or market systems.
• Experience in senior technical advisory roles.

• Experience working with donors, government, private sector, and development partners.
• Strong understanding of inclusive youth economic systems.

3. Programme Quality & Research Intern

About the Role

The Programme Quality & Research Intern will support programme quality, monitoring, research, documentation, and reporting activities.

This opportunity is designed for a student, recent graduate, or early-career professional interested in programme management, monitoring and evaluation, research, and development work.

The intern will support the Programme Quality Manager and programme teams in improving documentation, data management, reporting, and learning processes.

Key Responsibilities

Programme Monitoring Support

• Organise programme documents, tools, and reporting templates.
• Support data checking and quality reviews.
• Update monitoring trackers and programme databases.
• Assist in preparing programme review materials.

Reporting and Documentation

• Support preparation of reports, summaries, and meeting notes.
• Document success stories, lessons learned, and programme activities.
• Maintain organised electronic and physical records.

Research Support

• Assist with research activities, data organisation, and documentation.
• Support preparation of research tools and learning materials.

Field and Programme Support
